- Workforce Pipeline - Update as of January 6, 2012 Due to caseload and staffing capacity, the Workforce Pipeline is temporarily unable to accept new participants. If you are interested in enrolling, please call and place your name on the Pipeline waiting list. In order to qualify for the waiting list, you must reside in one of the following zip codes; 21202, 21205, 21206, 21213 or 21218. We will begin accepting new people into the program again starting February 1, 2012.
